A moderately disjointed pamphlet on the new human consciousness and the role of eugenics, biology, sociology and psychology in shaping national policy to lead the U.S. into a world co-operative peace commission (or something along those lines). Ward (1851-1942) was a graduate of Hillsdale College in Michigan, a one-time librarian at the Divinity School at Harvard, and in later life a prolific and crankish pamphleteer on social questions.
