A response to an anti-Union speech delivered by Foster, the last Speaker of the Irish House of Commons, on April 11, 1799. Smith's extensive argument in favor of the Union with Britain is signed in type April 27, 1799; he generally takes the approach that "by giving vigour to the Empire, it would give security to Ireland."
