“There is no Man can be supposed ignorant of the Utility, or a Stranger to the Necessity, as well as the Difficulty, of keeping the Streets, Lanes, Courts and Alleys of a great, populous, and trading City, equally and regularly paved, free from Filth and other Nusances [sic], that annoy the Passengers, whether on Foot, or in Carriages, of lighting them properly by Night, and directing Strangers more readily in their Way.” First published in 1754 (and here updated with a new dedication and the proposed legislative dates updated throughout), a pioneering detailed sanitary proposal to reform the streets of Westminster in London—detailed regulatory language here suggested for paving, for the arrangment of street stalls, wheel width on carts and wagons, the lighting, cleaning, and labeling of streets, etc. John Spranger of London was evidently possessed of a mind attuned to minute detail; he shows up as a subscriber to Peter Whitfield’s 1748 Dissertation on the Hebrew Vowel-Points, where his occupation is given an attorney.
